About Kim
Kim Williams is a lifelong New Castle County resident and is in office for one reason: To get the job done.
During her time in the House of Representatives, she has never missed a single day of session and has sponsored more passed legislation than any other legislator in Delaware. Her record covers every issue our state faces, from securing universal free breakfast in our schools, to increasing the minimum wage for workers reliant on tips, to a property tax relief program for residents following the reassessment in 2025.
Before her time in the House, she worked for a union electrical contractor and served on the Red Clay School Board. She has two kids and has lived in Klair Estates with her husband for more than 30 years.
Priorities & Accomplishments
Education Reform
Being a former Red Clay school board member, education reform is always at the top of mind for Kim, and she approaches it from all angles. She provided free breakfast for students, increased K-3 special education funding, and implemented year-long teacher residency programs for aspiring teachers––all within a single legislative session! She was the primary House sponsor of the bills that created Delaware's new equitable public school funding system that aims to give every student a fair shot, regardless of what neighborhood they live in.
A Responsible and Progressive Budget
As co-chair of the General Assembly's Joint-Finance Committee, Kim is responsible for fully funding all of our state's new and existing programs while raising revenue that is less burdensome on residents than surrounding states. The highlights from the most recent budget include increased salaries for state teachers and nurses, increased funding to Medicaid, and a significant increase in child care assistance, just to name a few.
Public Safety
Kim understands the need for our law enforcement and first responders to support our most vulnerable populations and make their jobs easier by giving them the resources they need. In this past session, she funded five new drainage projects throughout the 19th district and worked with the police to crack down on human trafficking operations.
Political Reform
Kim Williams signed on to all four voting rights amendments, including vote-by-mail and same-day registration, and sponsored a bill to give transparency on "dark money" funders of issue-based political advertising. Politics should be about issues, not fundraising and advertising.
Cost of Living
More and more of Delaware's population is on a fixed income while the cost of everything is going up. Healthcare premiums, electricity, gasoline, housing, you name it. Kim has supported multiple measures to tackle this epidemic affecting our checking accounts, including making data centers provide their own power, speeding up housing construction permitting, and setting and agreement for hospitals to spend more on primary care.
