Majority Leader
Kerri Evelyn Harris

District 32
Dover, Pickering Beach, Kitts Hummock

About Kerri

Kerri is a mother, a community advocate, an Iraq war veteran, and the state representative for the 32nd district. Her passion for public policy made her rise to leadership in the house within four years of her first election, and she has much to show for it. She has overseen numerous reforms, ranging from healthcare reforms that bring down primary care costs and increase the number of doctors and nurses, to an education funding formula that is equitable for all students, to measures that increase the number of housing units and protect the tenets that live in them.

Kerri has always been dedicated to public service and advocating for those who face adversity. Building a stronger Delaware where everyone gets a fair shot is her ultimate goal, and she seeks it out with determination and sound policy.

Priorities & Accomplishments

Accessible Healthcare

Healthcare is a personal issue for Kerri. She has sponsored and advocated for multiple bills to lower healthcare costs, such as one lowering drug costs and another increasing hospital spending on primary care. She also works with local non-profits to increase community access to preventative healthcare.

Affordable Housing

Kerri believes in taking on the affordable housing crisis from multiple angles. She supported SB23 to speed up the permitting process to build the housing we need, while also taking immediate action to protect tenants in manufactured homes from rent increases while maintenance is being neglected.

Quality Education and Child Care

Delaware is far behind in K-12 education. Kerri helped push through Delaware's new equitable funding formula to make sure every student gets the resources they need regardless of where they live. She also increased access to summer camp for low to middle income families with children up to 12 years old.

Cost of Living

Housing, gasoline, electricity, groceries––you name it, it's more expensive, and it feels like we can't catch up with our jobs. Kerri is helping to control where the state has influence by cutting red tape so more houses can be built and regulating large facilities like data centers so they have to pay for their own electricity.

Veterans Affairs

As an Iraq War veteran, Kerri understands the pressure that our veterans can experience when returning from duty. She has advocated for programs that assist them with work and housing and assisted in the creation of the Delaware Veterans Affairs Department.
