About Frank
Frank Cooke is all about real results for the communities he serves. Prior to being elected to office in 2018, he served as a New Castle County police officer for 30 years. He would go on to make the goal of his political career to better the system he had spent so much of his life working in. To that end, he has made strides in criminal justice reform, such as sponsoring the bill that enforced the use of body cameras among state police officers and certain other correctional officers and another that removed barriers to employment, housing, and education for ex-convicts, giving a second chance to those who aim to right their wrongs.
As a public servant himself, he understands the balance between resources for a good state government and resources for Delawareans to thrive.
Frank was born and raised in New Castle. He is a father and grandfather and finds time to be engaged with the Fraternal Order of Police Lodge #5 and Delaware Chapter of the Coalition of Black Trade Unions.
Priorities & Accomplishments
Accessible Healthcare
Medicaid and medicare are being threatened by Trump and Congressional Republicans. Frank has advocated not only for their protection, but expanded access so they are accessible for a wider audience at a lower cost.
Cost of Living
Housing, gasoline, electricity, groceries––you name it, it's more expensive, and it feels like we can't catch up with our jobs. Frank is helping to control where the state has influence by cutting red tape so more houses can be built and regulating large facilities like data centers so they have to pay for their own electricity.
Jobs and Economic Growth
Frank has always been proud to represent a blue collar community and strived to create more opportunities so the next generation can have a better life than the last. His main priorities are strengthening the Route 9 corridor with local businesses, supporting local union laborers, and creating tangential resources like the Route 9 Library.
Criminal Justice Reform
Frank's decades of experience in the criminal justice system give him the insight on how to make our system about public safety and rehabilitation. With him in the House, we have seen body cameras implemented and new opportunities opened for ex-convicts to make a better life.
Public Service
As a state representative, Frank is your line between what is happening in your backyard and the decisions made in Dover. His background as a police officer is what built his philosophy: Support our citizens' safety and emergency services first. When our roads, EMTs, firefighters, teachers, and all other public servants get the resources they need, we all do better.
